Addressing minority over-representation in the Juvenile Justice System

          The minority over-representation in the juvenile justice system has challenged us to be creative in developing strategies to achieve proportional representation. What do you think is driving these numbers? What would you suggest to reduce the imbalance in the juvenile justice system?
