Applying Public Administration Ethical and Legal Environment to the Tuskegee Syphilis Study

The final paper serves as the culmination of this course. You will take what you learned in this course on ethics and law and apply it to a specific case. This case is the Tuskegee experiments in which the US Public Health Service conducted a clinical trial on untreated black men with syphilis in exchange for free health care. This scandal led to the creation of Institutional Review Boards (IRBs). You will start out with an introductory sentence, which includes a purpose statement, then write a 2-3 page summary or background of the story in your paper to provide context. Next you will delineate the ethical and legal issues. You will incorporate one of the decision making tools or frameworks discussed in the Lewis and Gilman book and apply it to the topic. Next, you will identify the results of the policy. Last, you will write a conclusion. The conclusion should address strategies for preventing future abuse.
