The Case Assignment for this course will be a 5-8 page essay (excluding cover page and references) on the organization you selected in module 2. You will write a proposal on how you plan to implement education and training within the organization to address the opportunities and challenges associated with managing across cultures. The emphasis for the Case Assignment is on the host country of origin for the assignment, so the paper is written from that host country’s perspective. You will add cultural elements from the U.S. portion of the organization in your Signature Assignment. Please address the concepts learned and student-learning outcomes in modules 1 – 4 (see table below). In your paper add a brief executive summary (no more than 1 page), which will include your training plan, associated costs, and human resources required. In the body of the paper, address the concepts learned and explain if they are applicable or not in the organization. At the end of your paper, write a couple of paragraphs about what you learned about the organization as it pertained to the culture in the host country, any preconceived notions prior to research about the organization in the host country, and your current perceptions about the organization. 2 The Emergency Department of a Hospital

the Chief Executive Officer (CEO) of a hospital where the annual visits to the hospital’s Emergency Department is approaching 60,000 visits. Historically, the department is organized as any Emergency Department in most hospitals. In this hospital, members of the nursing staff submit their reports to the Director of the Nursing Department; the registration staff, the cashiers and some of the secretaries submit their reports to the Admission Department; the security staff submit their reports to the Security Department; the resident doctors who provide health service submit their reports about the health services to the heads of various medical departments like Internal Medicine and Surgery; the social workers submit their reports to the Social Services Department.

As the CEO of the hospital, decided to appoint a doctor to be the Emergency Department Medical Director with a full-time and paid job. This new manager has told you that a change must be made if you want him to do his job well. The main change is that all nursing staff should submit their reports to him rather than to the Director of the Nursing Department. The newly appointed Medical Director of the Emergency Department has a great experience in managing Emergency Departments and tells you that this change will help employees feel a sense of teamwork because they will be under one division instead of dividing their loyalty between the Emergency Department and their other departments. He believes that this change will enhance efficiency, increase morale, and make coordination of work in the Emergency Department better and easier.

The Director of the Nursing Department is not pleased with this proposal and told the CEO that if the change is adopted, the Emergency Department Medical Director should not expect any nursing service even in emergencies. For example, if the emergency nurse is on sick-leave, the Emergency Department Medical Director should ask a nurse from the Emergency Department to cover this shortage instead of asking the Nursing Department at the hospital to provide him with a nurse from any other department of the hospital. At the moment, when the Emergency Department needs more nurses either due to absence or sudden increase in the flow at the Emergency Department, nurses are taken from other departments to cover the shortage.

The Director of the Nursing Department also noted that nursing services in the past and with the assistance of the Human Resources Department were responsible for recruiting and training the Emergency Department nurses. If this change is made by the Emergency Department Medical Director, he should take full responsibility for the recruitment and training activities of nurses in the Emergency Department.

Currently, nurses of the Operating Room submit their reports to the nursing services despite the presence of the heads of the Surgery Departments. The same applies to the nurses of the Intensive Care Unit who submit their reports to the patients’ services despite the presence of a doctor who heads the Intensive Care Unit. These doctors are not concerned if their nurses submit their reports to nursing services because they refer responsibility to the Director of Nursing Department who is responsible for the professional nursing activities.

Questions:
1. Why does the Emergency Department Medical Director want to have this direct relationship with the nursing staff working in the Emergency Department?
2. What are the advantages and disadvantages of this direct relationship between the nursing staff and the Emergency Department Medical Director compared to what exists in the Operating Room and Intensive Care Unit?
3. Is this change proposed by the Emergency Department Medical Director will enhance teamwork, improve efficiency, increase morale and augment coordination? If YES, why and if NO, why?
4. What decision should you take as a CEO and why?
