As a result of the 1982 Amendments to the Voting Rights Act, by the early 1990s, the nature of African-American representation in the U.S. House (the entire body) and State Legislatures (in the South) changed. How did it change? Are there any reasons for this change? What were some of the unintended consequences? Which would be better (and explain why) increased representation, but being in the minority party controlling the legislative chamber, or having less representation, but being in the majority party?
