Parliamentary vs. presidential debate

  You are now familiar with the parliamentary vs. presidential debate. What would you recommend that a NEW democracy adopt? Why? Be specific. If you were a founding father/mother of a new democracy what ADDITIONAL institutional features would you adopt, why? (what kinds of elections, what kind legislature etc.) I want to emphasize that there are no right answers. What I'm looking for is that you think carefully about the choices and provide an argument for them. The best way to do that is to have some backing from the readings, but your own reasoning might also suffice depending.
