Social workers often need to present proposals for policy implementation, policy change, funding requests, research, etc. The ability to describe a problem and propose its solution is an important writing skill for the profession.

Notice that proposal writing often combines several different persuasive genres:

Identification of the problem (definition, sometimes other argument genres)

Explaining how the solution will solve the problem (cause and effect)

Defending the solution as the best course of action to solve the problem (evaluation)

Implementing the solution (process analysis)

For this proposal essay, you will craft a brief policy proposal to address a social problem. The problem can relate to any social issue in which you have a professional interest – healthcare, food stability, environmental impact on communities, law enforcement relationships, educational equity….as social work students, you know that this list could go on and on. You will make this proposal to the governing body relevant to the problem you are addressing (city/state/federal government, institutional leadership, school board, hospital administration, etc.).

Your proposal will focus on defining the problem, proposing one solution to the problem, and outlining the implementation of your solution. You are not required to stay within the realms of practicality or even reality for this assignment. You are not required to provide hard budget numbers or other data points, though you are welcome to as long as you also provide an accurate References page.
