Rights to victims of crime.

Although there is no federal Victims' Rights Amendment, all states and the federal government have passed legislation providing rights to victims of crime. If there is a conflict between the rights guaranteed to a crime victim and the rights of a suspect or defendant (who has not yet been convicted of any crime), whose rights should take priority and why? What about a conflict between the rights of a victim and the rights of a convicted offender? Explain and support your views..
