Scenario: Rehoboth Health Centre
The Global Challenges Research Fund (GCRF) supports cutting-edge research to address challenges facing developing countries. GCRF is part of the UKâs official development assistance (ODA), which aims to become a leading UK contributor to the global digital health community supporting developing countries. Rehoboth Healthcare Centre (RHC) is a local primary care facility in Ecuador where patient information is written on paper and maintained in folders and health registers, which posed the issues of confidentiality, missing records, and inefficiencies.
GCRF has funded a pilot project to introduce an electronic health record (EHR) system to the doctors, nurses, health information officers, laboratory scientists and pharmacists in RHC. There might be some consultation with other health centres to determine common implementation patterns (technology and clinical usage). It is expected that an IT infrastructure will be in place to support effective care delivery and training on how to use EHR within the PHC. Remote support could be provided for the EHR system. The EHR implementation benefits should be evaluated.
GCRF allocated some of its funding to the University of Portsmouth (UoP) to implement the EHR system in Ecuador for one year. The approach will be based upon continuous consultation and co-creation. The start date is 1 November 2022, and the key milestones are:
Nov - Dec 2022: Conduct a readiness assessment, initial workflow analysis and risk analysis with the local authority, management of the primary healthcare centre and healthcare professionals.
Jan 2023: From the analyses, create user stories co-designed with stakeholders.
Feb: Order IT equipment and software so that they are in place when the project team arrives at the project site.
Mar: Project team will travel and install the IT equipment, including PCs, network, EHR and ancillary software.
Apr - Aug: The project team will:
Update the initial workflow analysis and risk analysis with staff on the ground and use this information to optimise the EHR software configuration.
Agree a detailed EHR implementation and workflow plan with local staff and managers (Go-Live).
Provide training and support for operational implementation.
Concurrently evaluate the EHR impact and user perceptions through semi-structured qualitative interviews and non-participant observations.
Sep: Decide how the EHR can be supported at the end of the project funding in consultation with local managers.
Oct 2023: Final report & project end.
Task 1: (800 words)
Briefly describe a Systems Development Methodology (SDM) and a complimentary Project Management methodology (PMM) that you consider is appropriate for the RHC project. Justify your choice, including why you have rejected 2 other methods.
Task 2: (GANTT chart)
Use a recognised planning approach (e.g. PBP or WBS) to produce a GANTT chart of the project plan using Microsoft Project (or ProjectLibre), showing the stages, summary tasks and at least some detailed tasks. Deliverables and milestones should be clear from the plan. Your plan should reflect your proposed SDM/PMM from Task 1. Show resource assignments on the detailed tasks for higher marks.
Note: you only need to submit the GANTT chart, no workings.
Task 3: (500 words)
Explain the difference between Product Based Planning (PBP) and Task/Activity Based Planning. Which one did you use to plan the RHC plan and why? What are the advantages and disadvantages of the method that you used?
Task 4: (500 words)
Construct a Risk Management Matrix of risks to the Project and provide a brief explanation for 2 of the high risks items.
