The authority to cancel student debt
Write a paper that explores whether or not the President of the United States has the authority to cancel student debt owed to the federal government.
In Part I you should identify the problem or policy and its severity, along with any needed historical or background information. Part II should be an exposition
of specific OPPOSING viewpoints. It is necessary to develop and consider all possible legitimate "sides" to your issue. Identifying the groups or actors who
take these opposing sides and assume their roles.
Part III is the most important section on the paper. Analyzing what is really happening. Minimal analysis should be based on these three fundamental
questions: 1) who is making policy and within which decision-making structure are these policies formulated)?; 2) who is benefiting from these policies?; and
3) who has power? This section should develop, based on the research and arguments made, the reality of the issue.
Finally, in Part IV possible policy solutions should be explored. Discuss whether or not the current structure of the government (local, state, federal) and the
functions of the institutions are capable of alleviating the problem. Are the proper decision-making procedures in place? Or is restructuring necessary? If so,
how and what are the possibilities. In other words, clearly identify which limitations or potential avenues exist in dealing with the problem. Assume you are
the expert writing a specific policy prescriiption to a decision-maker. Your prescriiption should be based on the empirical analysis developed in Part III.
