Expand the current size of the current Transit Agency run by the city. This would
require the purchasing of five buses, the building of the park and ride facility, and the hiring of several
additional drivers, who would be a part of an employee union.
Contracting Out for Service: Contract with a private company to operate the expanded bus service. Under this
arrangement, Franklintown would build and own the park and ride, but a private company would hired by the
city to provide the expanded service. The company would purchase and own the buses for the expanded
service and those buses would be operated by employees of the private company.
The City Manager knows that a portion of the funding will be through bus fares, but wants to recommend other
options because a recent study showed that trying to fully fund the expanded service only through rider fares
will make it too expensive, which will defeat the two main purposes Council chose to expend bus service:
Reduced congestion and pollution in Franklintown
Provision of a viable alternative transportation option for low-income citizens and workers in Franklintown.
Note: Assume that Franklintown has the legal option to use any type of taxation it chooses.
