Prepare a 12-15 page paper (excluding title and reference pages) which analyzes the viability of current, exclusively publicly financed and supported prison facilities and, alternatively, privately owned prisons. Your analyses must include at least seven of the following fourteen considerations:
1. Historical impediments to change
2. Budgetary concerns
3. Safety issues (both internal and to the public)
4. Prison management issues
5. Labor issues (union vs. non-union, etc.)
6. Accountability issues
7. Fraud
8. Oversight issues
9. Continuity issues of management/ownership, etc.
10. Constitutional issues
11. Compatibility with courts and sentencing directives
12. Economic viability issues
13. Prison alternatives for drug offenders
14. Analyses concerning juvenile vs. adult inmates considerations
Predict the future of prison within the United States. Which form of incarceration will predominate over the next two decades? Provide a “best practices” component by creating policies that are both cost effective and responsive to future prison needs.

Include at least five outside, scholarly articles to support your conclusions.

Research Criteria 3 Points
The paper includes a summary and analysis of research materials that are relevant to the assignment, e.g. scholarly journals, professional articles, legal documents, government documents, legal decisions, media clips, software, measurement instruments websites, personal communication, etc.
