The problem of qualitative content.

As Fodor says, philosophers have traditionally held that mental states are characterized by qualitative content and intentional content (Heil, 178). Consider just the problem of qualitative content. First, what is it? Have any of the philosophies of mind we’ve discussed so far – dualism, behaviorism, materialism, and functionalism – been able to explain it? If not at present, do you think any of these theories have the potential to explain it in the future?
